Some more info...
My Xorg has been consistently using VT2, or at least I always get it
back with "chvt 2".
I tried adding "ARGS=$ARGS vt2" to the file, but the behavior didn't
change, resume was still wrong VT.
Then I tried "ARGS=$ARGS vt8"...
First it resumed for a second and went right back to sleep again.
Then it resumed and froze completely (no ssh).

Mine seems to be coming back on tty8. I haven't checked if this is
consistent yet.
Can you try to add a vt8 to the end of $ARGS in /etc/X11/xserver-common?
I tried that. Now the right vt is choosen on resume, but the userland freezes
seconds after the resume...
