The passwd program on the FR accepts almost anything:

Enter the new password (minimum of 5, maximum of 8 characters) (as
crypt is used, exceeding characters are simply chopped off)

... entering 11111
Bad password: a palindrome.
Warning: weak password (enter it again to use it anyway).

... entering 111
Bad password: too short.
Warning: weak password (enter it again to use it anyway).

If you're root you can do anything.
