If you have a look at the "separate" directory of the OS/2 release
and one of the snapshots, you'll find out that most files are
available in both. Some files are added in the snapshot, because the
weren't available (or supported under OS/2) at the time of the last
release. There are only three ZIP files (plus the files of the
installer - install.exe, install.dat and unzip32.dll) which are only
available in the release - asldemx.zip, gdbemx.zip and makeemx.zip.
All of these contain just EMX tools and GNU software used in FPC
makefiles, so they're useable with any FPC version (either the fixes
branch, i.e. version 1.0.x, or the main branch, i.e. version 1.1). So
you don't have to download the whole release, but only these tools
(if you don't have them already), and any of the snapshots.

set your PATH variable as suggested by the installer?
