no, I don't think we can enforce any one use this... no matter how
shiney it may seem.
I think if we offer more data to the bgp-user, in a fashion they can
digest and use, they may make a better decision.

we can not, today, publish or require publishing 'you can only
advertise to X'. Certainly a single  operator can decide 'I will only
advertise to X' or 'I will only accept Y advertisements from Z' (this
happens today, outside of any concept of 'security' and the protocol).
