Randy,
I suggest that the case of S=R=0 be treated as if the cap were not
received. It's a good deal to save a capability number by a very short
sentence!

matt pointed out that, in amsterdam, we went from one cap to two because
sra said don't create cases you do not want to handle, namely the above
with S=R=0
the suggestion now is that it is worth saving the code point and to just
treat that case as if the cap was not received.
what do folk think?
