I was presenting a dependency which exists. The question isn't whether or not it's critical, it's whether or not it adds complexity. In other words, even if you classify it as "non-critical" (which I'm not certain I agree with without a lot more thought on the matter), I would still argue that the non-critical parts of a system still add complexity. In fact, to go farther, it is generally true that the non-critical parts of a system add more complexity than the critical ones, particularly in routing.
