This draft is a significant update from the -00 version, including the addition 
of the solution we discussed in Atlanta. Sandy Murphy (temporarily devoid of 
her festive WG chair regalia) has been added as a co-author, thanks to her 
extensive contributions in the solution and example section and her thorough 
review of the rest. I think it's complete enough to request some additional 
reviews and adoption as a WG draft. I will note that it is currently still an 
informational document. I don't know if it would be more appropriate for it to 
be PS given that it does require some changes that could arguably be considered 
protocol changes.
