After talking to Doug and Sriram, it sounds like others already had this discussion and used the term "Undefined." That's probably a better word, since one might need it for more than just startup conditions.
So do we explicitly call out this state and give it a label, or just leave it up to implementers and local policy? Given that there are already several implementations, perhaps there's already a conclusion to this?
