This version includes the proposed change to the format of the Router Key PDU. The new format holds exactly one ASN per PDU, thus requiring multiple PDUs in the case where a single key is bound to more than one ASN. Inelegant, but simplifies the protocol semantics.
Several minor changes originally slated for -01 were overtaken by the above (eg, the entire discussion about ordering of ASNs within a PDU becomes moot when there can be only one).
