I think SIESTA cannot add a pseudo without introducing a basis for it. Why exactly do you need that?If you want simply save computation time you can introduce a small basis, like SZ, for it. If it is about comparing charge/no charge situations with a consistent basis, you can have a basis without a pseudo instead (so called 'ghost' atoms as used for BSSE corrections in binding energy calculations).
