I can never remember the order of the blacs library, but try and place all
"init" last. That is
blacs_MPI-LINUX-0.a blacsF77.... blacsC...

I.e.:
BLACS_LIBS=/usr/local/app/mpiblacs/BLACS/LIB/blacs_MPI-LINUX-0.a \
    /usr/local/app/mpiblacs/BLACS/LIB/blacsF77init_MPI-LINUX-0.a \
    /usr/local/app/mpiblacs/BLACS/LIB/blacsCinit_MPI-LINUX-0.a

Try and see if that works.
