I had the same issue on a mac cluster many years ago.

 If I am correct, SIESTA will try to read a default file called 
INPUT_DEBUG.fdf. So if you give your file with this name, you may be able to 
run your calculations. You can grep this filename on the source files (or a 
similar combination) to make sure it tres to load it. It worked for me but 
again this was back in 2005 or so.

 I imagine the SIESTA team could also give you more details.

 [On a simpler note, are you trying to run with the command on your e-mail, or 
rather with something like: mpirun -np 2 ./siesta <infile.fdf ? perhaps siesta 
needs the fdf extension and mpi a number of cores? Just some additional things 
for you to check.]
