Just to clarify the meaning of " Current /32 allocations from the /12 block can 
grow up to /24 at this stage".

Based on the sparse allocation mechanism, the more allocations we make in the 
pool, the smaller size each allocation can grow. At this stage, every 
allocation can still have a room grow up to /24. In the future, more and more 
allocations add to the pool, the maximum growth size for each allocation will 
be reduced. It is possible reduce to /25, /26/ etc.

Err. That suggests APNIC is not using sparse (aka bisection) allocation, rather 
APNIC now just reserves the the /24 instead of the /29...?
