Yes and this waiting list doesn't tell you if they are all new members (holding only 103/8 resources) or old members (pre 2011 registration) who didn't request for additional /22 they were entitled to (yeah there are many such members still). But, yes most of them must be new members (atleast 90%) and they will get the resources in the next round and you will see another 40-50 members in the waiting list.
