Implementation of prop-117: Returned IPv4 address management and 
                            Final /8 exhaustion

Today, 4 August 2017, the APNIC Secretariat has implemented prop-117: 
Returned IPv4 address management and Final /8 exhaustion.

The proposal reached consensus at the APNIC 43 Open Policy Meeting and 
at the APNIC AGM in Ho Chi Minh City, Vietnam in February 2017.

Following the Final Comment period, the APNIC Executive Council (EC) 
endorsed the consensus decisions at its June meeting and instructed the 
Secretariat to implement the changes.

- prop-117: Returned IPv4 address management and Final /8 exhaustion

    The proposal simplifies and clarifies IPv4 pool management by 
    stipulating that IPv4 103/8 address blocks recovered by APNIC will 
    be placed into the 103/8 (Final /8) free pool. All other address 
    blocks received by APNIC will continue to be placed in the IPv4 
    Recovered Pool.
    
    The version that reached consensus did not include aspects of the 
    Final /8 pool exhaustion that had been under discussion in earlier 
    versions of the proposal.
