The "RIPE Resource Transfer Policies" are currently documented in ripe-682 (https://www.ripe.net/publications/docs/ripe-682). Section 2.1 of this document states that: "Transfers can be on a permanent or non-permanent basis." In the RIPE NCC's feedback report at RIPE 86 there was a section on temporary transfers or leases.
