I do agree with Fernando, in that the intent of this policy proposal appears to reduce the minimum allocation size for multihoming allocations from a /32 to a /36 in order to reduce the fees payable without actually changing the fee structure itself.
The member fee structure should not be a contributing factor when drafting policy proposals. Instead, the community comes together to form policy and then the EC in conjunction with the Secretariat determines any fees payable (if any at all). What technical or policy issue (besides reducing fees payable without changing the fee structure) does this proposal solve?
