For Policy:
Point 1: We are not suggesting everyone to have a /44 IPv6 by default. The 
default assignment should still be /48.
Point 2: We are not talking about the required quality of IPs (/23 - 512 IPv4 
and /48 - 65,536 IPv6) for the member.
Point 3: We are talking about/suggesting for the member with the below criteria:

  *
The member applies to APNIC for a /23 IPv4 IP block and also
  *
Demonstrated requirement to deploy that requested /23 IPv4 block in a 
multihomed environment.

This specific member should be given a /44 IPv6 IP Block by default, 
irrespective of their application for IPv6 with or without proper understanding.

How to Achieve This Through Policy:
Not working with general policy but only the policy under the section "9.1.1. 
IPv6 for multihoming":

"An applicant is eligible to receive a portable assignment from APNIC if it is 
currently, or plans to be, multihomed.

  *
The minimum assignment made under these terms is /48."

*Changing this specific policy will ensure that only the members justified to 
have /44 will be impacted and not everyone else who does not require it.

Not replacing the first two criteria already in place under the section "8.2.1. 
Account holders with existing IPv4 space":

"The size of the IPv6 delegation for requestors that meet this criterion will 
be based on the following:

  *   An account holder that has an IPv4 allocation is eligible for a /32 IPv6 
address block.
  *
An account holder that has an IPv4 assignment is eligible for a /48 IPv6 
address block."

*Add 3rd Criteria: An account holder that has an IPv4 assignment and has 
multihomed network infrastructure is eligible for a /44 IPv6 address block.

Please note that we are not suggesting a change in your minimum /48 IPv6 
availing option for general applicants. They can avail /48 as they fall under 
that existing 2nd criterion.
