I agree - however, often it is discovered that operations are sloppy
only *after* the delegation happened. It can be hard to know up front
what the quality of opeations will be, because quality can change over
time!  This policy proposal is intended as a retro-active solution to
sloppy operations.

My thinking is that 60 days is plenty of time to operationally
initialize a delegation and plenty of time to resolve operational issues
that occur after the delegation. But 60 days also is not "indefinite" -
the 60 days limit places an upper bound on how long validators will try
to

My thinking was that excluding NIR might help avoid some potential
political friction in certain futures. Also, because NIR have
responsibility towards their membership to to operate correctly, there
already is good incentives for remediation in case of non-functionality.

Perhaps it would be good to jointly evaluate the success/impact of
prop-166 over the next 12 to 24 months, and then discuss whether the
scope of the policy should be expanded to include NIR?
