It can be hard to know up front what the quality of opeations will be, because quality can change over time! My thinking is that 60 days is plenty of time to operationally initialize a delegation and plenty of time to resolve operational issues that occur after the delegation. My thinking was that excluding NIR might help avoid some potential political friction in certain futures. Also, because NIR have responsibility towards their membership to to operate correctly, there already is good incentives for remediation in case of non-functionality.
