Dear Jon and Aftab
Delayed publication of endorsements
We acknowledge the announcement of the endorsements arrived later than usual
and apologise for the impact this has had.
The Secretariat decided to wait until the formal adoption and publication of
the minutes of the EC meeting at which the endorsements were made to ensure the
language was consistent and accurately reflected, particularly in relation to
Prop-167.
We understand the frustration and will endeavour to publish the endorsements as
soon as practicable in future.
Endorsement of Prop-167
In regard to the concerns raised by Aftab regarding the endorsement of Prop-167
and its consistency with the PDP, we note that there was specific discussion of
the inclusion of “if possible” in the language of Prop-167 at the APNIC 60 OPM.
The Secretariat noted at the OPM that the Secretariat Impact Assessment was
conducted on version 1 of the policy and that “If the added elements for
version 2 were added, it would need a separate assessment, but an estimate to
implement, if possible, would be greater than 12 months.”  The author made
clear during the discussions that “I would just like to reiterate again,
version 2 is, if possible. So, if it is not possible for APNIC to publish
personally statistics tied to ASNs in MyAPNIC, then it's not possible.”
The OPM then reached consensus on the policy in this context.
The EC determined (as shared in the announcement email) that “the cost,
resourcing, and potential privacy concerns outweigh the immediate benefit of
such functionality and as such does not consider it feasible at this time.” As
such, the policy has been endorsed however, consistent with the language of the
policy, the EC’s endorsement indicates that it is not feasible and therefore
not possible at the time of endorsement to implement the optional additional
feature set. The Secretariat notes that this does not affect the other elements
of the policy as adopted.
