   I didn't quite follow you.  But anyway, xmodmap is what you use to send
MappingNotify events to all X programs that are listening.  Those that are
will let you remap the keyboard.  Those that aren't just ignore it (i.e 
xterms will let you remap the keyboard, but the aixterm in aix won't). The
man page has examples of how to change everything, and a specific example
for an xterm.
