Well it looks as if it wasn't a hoax. http://www.slashdot.org confirmed that the Wall Street Journal called Eric Steven Raymond (ESR). The memo written by someone in Microsoft confirms they're worried about open source software such as linux, it's growth, and it's potential threat to NT. The trouble is, open source software is so contratry to their business model they don't know how to combat it - although they'll probably try.
