That's odd.  Have you looked at `top' when you're dialed in?
Is anything sucking cpu?

It's possible that dialing in will slow down things like DNS lookups,
which could slow down logins or the printer, but that makes no sense
with the slow untarring.

It's probably *not* your modem itself.

Make pppd suid root.  I'm not sure how secure it is, but having
permissive permissions on /dev/modem (or whatever) is *not* enough.
