I put a KDE option into /etc/X11/xinit/Xclients that calls startkde.

In any case, it's a known problem, I found several complaints about it in the
KDE buglist.  It appears that it might be distribution dependent, as some
report that it happens in Red Hat but not Debian, or some such.

Anyway, the above fix helps (fixes emacs), but my xterms still come up white
instead of black as they used to.  I will have to look at it more, some of the
KDE settings are useful, and I've overidden those too.  For example, their xv
defaults make the xv controls look more KDEish, though I'm not really sure
whether this is a good thing.
