when the hardware is bad, all bets are off. in other words, definitely.
even misconfigured good hardware can be guilty. (stuff trying to share
irqs with bossy scsi cards being a good example that our friend justin
ran into just today)
a bad mouse probably wouldn't do it (don't quote me tho---i'm sure someone
has a pathological case handy), but a bad ISA/PCI card? easily.
esp if youre trying to use it or something on its IRQ
