two possible solutions:
1) log in as you, run X as you, then use 'su' in an xterm to change to
root, and run netcfg.
2) you don't actually need to use netcfg to start ppp...the command line
way to do it is 'ifup ppp0' which you can do as root before you start
X (and log out after) or in an xterm where you su'd to root.

you can run 2 xservers at once, altho i don't know if xfree86 (the "brand"
of x server you're no doubt running, as its what comes with redhat) supports
that mode of operations (accelerated X from Xig does). it's also a waste
of memory, so i don't recommend it unless you have two monitors in which
case you'll need accelerated X anyway to make it go properly.
