This is a mis-installation of ssleay, I recently built
apache+PHP(+gd+mysql)+SSL, took only about four hours including
downloading everything.  I sugest going that route, get the openssl
package and build it yourself, that is where my ssleay.cnf file came from
(interesting that the version you're using has the 'o').

That would be /usr/local/ssl/lib/... according to what you said above...

I don't know enough about this to enumerate all the steps.
