i asked this very same question at work but forgot the full answer. i know
a lot of things having to do with the /proc filesystem rely on the
System.map, so with a bad one you could expect some erratic behavior
from the set of tools ps belongs to.
i bet a trip to /usr/src/linux/Documentation would be helpful, let's see!
hmm, some mention of System.map with something called "Oops"
