Slow uploads

When I upload files to my Linux server from my Windows machine over a
100MB ethernet connection, I get something like 8-5k/sec upload rate.  
Downloading, I get 800k/sec.  This is on a LAN with only a switch between
the two computers.  What could be causing this huge slowdown going into
the Linux box?
