Though I'm no longer using RH, I seem to remember some options in 
linuxconf that would let you specify those capabilities for users.  RH should
come with linuxconf, so it's just a matter of digging around in there.  I
assume though that there is some file somewhere that linuxconf is 
changing to do that, but I don't know which.
