I've been successfully running openssh 2.2.0p1 on various platforms.
I ran into the same problem you did on one linux box.  Check to make
sure that the encrypted password is in the shadow file.  You can rule
out a few things if you turn on telnet and check to see if you can
telnet in as a specific user.
