Hey, I got it working.  It turns out it had nothing to do with
openBSD (os or my configuration thereof).  The road runner modem grabs the
mac address of the ethernet device connected to it on startup and will
only listen to that mac address.  (I had the modem hooked up to another
machine for the install and hadn't power-cycled it since.)
        You can fix this by turning the modem off for a while (reports
vary between 5 and 10 minutes, I tried 10 and it worked), so that when it
comes back up it reaquires the mac...
