You can always try and start identd manually. (Not using the init
scripts.) You might get a useful error message.
Just run /usr/sbin/identd and see what happens. (It may be in another
location.) Anything interesting in /var/log/messages?
One reason identd might not work is if inetd is already doing identd's
task. Look in /etc/inetd.conf or /etc/xinetd/identd (or similar) and see.
