How about doing a promotion tied in with a presentation to educate people

Or using some money to fly down or give an invited speaker an honorarium.
(Of course, /why/ would a linux speaker demand an honorarium?)

Or sponsoring a hosted account somewhere (off campus) where students can
have a development environment to write / test / etc OSS/FOSS.

Or even *gasp* not using all the money at once and focusing on a five-year
plan to gradually spend it.
(Like T-shirts, pizza and misc installfest supplies for a few years!).

I'm sure you'll find that even with a multi-year approach, the money will go
quickly.

IMO, you should print shirts, sell them on-the-cheap (perhaps at a slight
loss) and use that money to fund some kind of either educational effot,
lobby-effort or even donate hardware / expertise to a needy school to allow
them to not be reliant on proprietary software.
