It seems the page/download at

  http://www.librevisa.org/downloads/

is outdated, there's a more current 0.0.20130812 in Debian:

  https://packages.qa.debian.org/libr/librevisa.html

(CC'ing the maintainer + upstream author)

I think the minimal version we currently require is pretty much
arbitrary, but I'll double-check. If yes, I'll lower the requirement
to the current tarball at librevisa.org.
