Hello David,

sigrok-meter is functional but there's currently no maintainer,
unfortunately.

I'm not sure why we don't provide Windows binaries for it. My
assumption is that there are two reasons:

 1) it's written in python so theoretically, no binary is needed
 2) no one stepped up and did it

As the core devs are linux people, Windows support and user-specific
enhancements are something where we're rather dependent on user
contributions.
