I just tested 32bit and 64bit installers of PulseView 0.4.2 and nightly builds on Windows 10 (64bit), all of them work fine. I'm relatively sure you're missing the respective Microsoft Visual C++ 2010 Redistributable Package on your system (rare, but can happen).
