The project has been severly lacking in the developer resources lately. The thing that would help the PR go along would be for people to start reviewing the code and the git usage and commit messages.
The HACKING file provides general guide on the style for the project and past history can be used for examples of commit messages. It also bears remembering that there is quite bit of bad blood between the sigrok project and dreamsourcelabs, as they took the sigrok code and at first just released closed source derivatives. Later they started releasing the sources also, but unfortunately their code is pretty much unusable. So in the end they just took the project and turned it into a bussiness for themselves without giving anything back to the project.
