The process seems to be similar to how you submit patches to the linux
kernel:

But there are minor differences:
1.) there are less developers, so you will be ignored more (eventualy
forever)
2.) there is github mirror which is not up to date, but is open for pull
requests, which provides us with convenient WEB UI to get ignored
easier:
https://github.com/sigrokproject/libsigrok/pulls
