Searching for VK_SEPARATOR I found this

Exception: With some keyboard layouts, in state 2, key 104 produces a
comma (VK_SEPARATOR), while in others, it produces a dot
(VK_DECIMAL). The behaviour is not consistent with the language
conventions or the printing on the physical keyboards. For example,
Swedish keyboards have a printed comma, but the Swedish keyboard
layout in Windows nevertheless produces VK_SEPARATOR. 

So I guess I am at least correct in assuming that Key.SEPARATOR should
generation a decimal (that is a '.') - but using it I am unable to
generate numeric keypads decimal keypress (when the numlock is on).
