RaiMan proposed the following answer:
the mentioned issue is only about testing the bat in the task scheduler
setup environment (mmc console).
when scheduled by the task manager normally, the script should run.
just for testing purposes put a popup("Hello, I am scheduled") at the
beginning of your script, to know, that your script really starts up.
