To switch tabs in IE one uses:
ctrl+tab and ctrl+shift+tab
In Sikuli using type():
type(Key.TAB, KeyModifier.CTRL)
and
type(Key.TAB, KeyModifier.CTRL+KeyModifier.SHIFT)
