Sikuli itself does not contain any timing features.
principally something like this would work on the script level to test
the response times of a GUI:
click(some_button)
start = time.time()
wait(some_image, 10)
print "responstime:", int(time.time()-start), "msec"
this might be integrated with a test runner and some reporting.
