[request] IDE: option to set command line parameters

Bug description:
There should be an additional run option (extra menu entry/button):
"Run with parameters"
where you are prompted for a string, that is handled equivalently to the
string on command line after the --args option.
The string should be remembered per tab until the tab is closed or the IDE is
stopped.
