Is it the same with lower screen resolution using the scripts of higher

Need not be. Depends on system settings.
If I use a screen with a higher resolution using the same GUI settings, the 
icons only LOOK smaller, but the pixels stay the same.

If the "icons" change on the pixel level, when changing resolution (they
are rendered differently), then currently you have to use an unique
imageset for different situations.
