RaiMan proposed the following answer:
it might be, that you have an old sikuli-script.jar somewhere on the
class path.

you have to say 
import org.sikuli.basics.Settings;
....
Settings.ClickDelay = 0.5;
s.click(someimage);

If you download now and run setup (preferably in an empty folder) you
will definitely have this Settings class in your sikuli-java.jar.
