I would suggest to try with c:\SikuliX\ as setup folder.
just copy sikuli-setup.jar to there and run setup again.
this should work.
this looks odd:

file:/C:/Documents%20and%20Settings/bachmana/Desktop/Sikuli/sikuli-setup.jar
I have to check.
Might be a bug, that is fixed with 1.1.0 already.
