RaiMan proposed the following answer:
looks like some setup problem.
If you are sure, the setup worked, the just delete the folder
c:\sikulix\libs
and run again. the libs folder should be recreated and it should work.
Otherwise purge everything belonging to SikuliX and any pointers
wherever, reboot and start again with a clean setup.
