I always say sikuli emphasizing the first syllable, but I met people emphasizing the second syllable.
But IMHO: the u should be pronounced as a plain u as in languages like German (Umleitung, Wunder), Swedish (Upsala) and not as with <you> The first i like in big and the final one like in bee.
