Have you tried anything yet? - on a machine with access to the internet download the respective things according to the steps of an offline setup - put the stuff into a folder on the stick - on the workplace machine go to the usb SikuliX folder and run setup

I can run portable programs from a special "user folder" and I also have access to USB. Java is installed.
